The most recent data from Stats Canada show Campbell River had the 23rd highest violent crime value out of 238 communities with a population over 10,000 in 2010. That was up from a ranking of 70th in 2009. Courtenay ranked 60th.
"It's unacceptable to have something like this in Campbell River," Coun. Larry Samson said after Gelinas presented the latest crime statistics to council Tuesday night. "While the crime may be going down, the violent crime severity ranks one of the worst in the country. It only reinforces what we've been talking about and that's the Crime Reduction Strategy and how we look forward to working with the Inspector on the Crime Reduction Strategy. I think it does take the whole community to reduce this crime rate and to bring us where we should be in the country."
Gelinas presented stats from the third quarter of 2011, showing total Criminal Code offences dropped four per cent. Stats show break-ins in the third quarter of the year were down from the third quarter of 2010 and down from the second quarter of 2011. Total thefts from vehicles followed the same pattern. Motor vehicle thefts bucked the trend, however, more than doubling from 13 in the third quarter of 2010 to 38 in the third quarter of this year. That was also up from the 28 motor vehicle thefts reported in the second quarter of 2011. Assaults rose 14.3 per cent.
"Between quarter three of 2011 and quarter three of 2010, we're down about 200 calls for service," Gelinas said. "Crime across Canada has been going down and also in Campbell River. There's a number of reasons for that. Statisticians, they like to say that it's change in the demographics of society, also there's reporting issues. We have proof that in Campbell River our Community Response Unit, our crime reduction strategies that we work on every day, certainly are starting to take effect."
But Stats Canada's Crime Severity Index paints a more concerning picture. Started in 2006, the index assigns a weighted value to crimes based on sentences handed down by the courts. For example, murder would be assigned the highest value, followed by assaults. The Violent Crime Index is calculated by adding the total weighted values and dividing by the population.
"It's a confusing thing," Gelinas told the Courier-Islander Wednesday. "Stats are stats. You have to look at it objectively. We have to be cautious. There's no panic button needing to be pushed. Crime is down overall, however we have a lot of violent crime in this community."
Gelinas said Campbell River RCMP members "work their hearts out" to make sure that people feel safe in the community. He said much of the violent crime in Campbell River is connected to a small group of individuals involved in crime.
"If you're not involved in that sub culture, then you're very safe in this community," he said. "I think people feel safe in this community."
