Note to legal wrongdoers What is stalking? Stalking is criminal harassment, contrary to Section 264 of the Criminal Code of Canada. That section makes it illegal for a person to do any of the following things that cause you to reasonably fear for your safety or the safety of anyone you know:
repeatedly follow you, or anyone you know, from place to place
repeatedly communicate with you, or anyone you know, directly or indirectly
repeatedly watch you, or anyone you know, or your home, workplace, or any other place you happen to be
engage in any threatening conduct directed at you or a member of your family
A person can be stalking even if they don’t physically hurt anyone or damage any property. The law is designed to protect psychological, emotional, and physical safety.

If a court finds a person guilty, it will probably order the person to obey certain conditions. For example, a court will normally order a person convicted of criminal harassment to have no contact with you directly or indirectly, to stay away from your home and workplace, and to not own or carry any weapons. A court may also order a convicted person to take counseling, if it might help.

In such a situation the best policy is not to try to fight back against the whole group. Simply put, you can't. The best thing in my experience is to concentrate on bringing the chief bully or ringleader to heel. They are the real cause of the problem so try to ignore the 'minions,' however ridiculous their behaviour. Instead, concentrate your efforts on the chief bully, and don't let them drive you into an emotional reaction such as anger. This is precisely what they are looking for.
If in the end all else fails, for the sake of health and sanity, you might be better off leaving the job or place where the abuse is occurring and try to rebuild your life. A person's physical and mental health is always more important than money, and that should be the first priority.
Unfortunately, it remains the case that support structures for targets of bullying are almost non-existent, particularly for adult victims. They will frequently not be believed as their account can seem too incredible to be true. One thing the bully is adept at is making it look as if their target is the unbalanced one; as if it is victim who is actually the one who is mad, rather than the bully themselves.
It is time something was done to address this scourge in our society. The law should be prepared to set an example by sending the message loud and clear that bullying behaviour is not just unacceptable anywhere it may occur, but also criminal as well.
That at least would be a start on the road to a more decent and civilized society.

OTTAWA — A federal program to help victims of crime is set to spend more money on advertising this year than it spent on helping people last year.
The Victims of Crime Initiative pays victims' expenses if they want to attend parole board or sentencing hearings, to submit victim impact statements, and also helps to fund provincial and territorial victims of crime programs.
But an evaluation released last week found the program didn't have the resources to spend its $8.7 million budget. The Victims of Crime Initiative spent only $4.9 million last year.
Meanwhile, the government has already approved $6 million in advertising spending for the program in 2010-11, according to a document posted on the Treasury Board's website.
“It should also be noted that the resource requirements in administering the Victims Fund were underestimated and internal capacity at Justice Canada has limited our ability to deliver funding,” the departmental performance report says.
“Working with (non-governmental organizations), Aboriginal organizations and/or (provincial and territorial) partners to develop strong and viable proposals, particularly in an emerging area, which satisfy government requirements for due diligence is a resource intensive process.”
The department awarded a $1.4 million contract to Ottawa's ACART Communications to produce the TV ad, according to a notice posted on the government's contracting website.
Liberal status of women critic Anita Neville calls the spending hypocritical.

Whether in the workplace or the community, the group is always guided by a ringleader, authorities on the subject say. The ringleader gets supporters and friends and even bystanders to use passive and active aggressive tactics against a target to force him or her out.

How do I know this? Well, I have been and am still as I write this, a target of bullies myself.
I have been so before and I have to admit, a major reason for that is most probably my non-confrontational nature. In a nutshell I hate fighting.
Unfortunately, however, some people will go out of their way to target any person who they think cannot or will not fight back.
When will we, as a society, get serious about mobbing and bullying and make a real and serious effort to stamp it out? Bullying occurs everywhere; in our schools, at work, in our neighbourhoods, even in the church and other important institutions.
It is both a disgrace and a crime, not just against the individuals targeted, but against society as a whole. How can we call ourselves 'civilised' when we so blatantly let psychotic and sociopathic individuals ride roughshod over the lives of innocent people?
We could start by making bullying and mobbing an offense punishable under the criminal law. Of course, that would not solve the problem but it would at least be a start. It would give victims a better opportunity to defend themselves if the law was on their side a little bit more. If the law does not set an example over what is acceptable and unacceptable then how can we expect people to respond likewise?
Bullying does not just occur among school age children and teenagers. Adults can be targeted as well, often through no fault of their own. Adults can also be bullies and can come from both sexes, and from all age groups.
Bullies never really grow up. They remain emotionally undeveloped and immature. In a sense, they never really leave the school playground and may become serial bullies, going from one 'target' (or victim) to another throughout their lives, leaving a trail of devastation, broken lives and negativity in their wake.
The serial bully, or ringleader, will often draw co-workers around them and try to get them to join in with the abuse against their intended target. Sadly, since the bully is often very good at manipulating other people and often has 'the gift of the gab,' people nearly always fall for it and either end up joining in with the abuse against the victim (this is called 'mobbing) or out of fear or possible reprisals, they stand by and say nothing, meekly looking on from the sidelines.
