Simply put, she is in charge, much as the US president is in charge of the USA. She is head of state, although not head of government (the president is both). The Government cannot pass laws - it does not have that power. No bill becomes law without "Royal Ascent" - basically, her seal of approval.
She appoints judges, officers in the military, the Prime Minister (by convention the leader of the largest party in the Commons, but it could theoretically be someone else), members of the House of Lords, bishops, and, and....
