OTTAWA – The head of a Quebec construction firm says he paid a lobbyist to win a contract on Parliament Hill — and he says it worked.

Paul Sauve, head of L.M. Sauve, alleges he paid businessman Gilles Varin $140,000 to help him get a contract to restore the stonework on Parliament Hill's West Block.

Sauve said he was discouraged after having lost a 1994 bid to restore the Peace Tower.

“We had no choice this time around but to try something different,” he told a Commons committee investigating his allegation.

Sauve says he'd like to think he won the contract because of the company's reputation and qualifications, but adds, “I tend to believe it is a combination of that, but more importantly because of the fact that we hired a lobbyist.”

Amdocs to acquire Bridgewater for $214m The Canadian company provides subscriber management and network control solutions for mobile and convergent service providers. 19 June 11 08:54, Hillel Koren Amdocs Ltd. (NYSE: DOX) has signed an agreement to acquire Canadian company Bridgewater Systems (TSX: BWC) for C$211 million ($215 million). Amdocs, managed by CEO Eli Gelman, will pay C$8.20 per share, a 30% premium over Bridgewater's closing price Thursday on the Toronto Stock Exchange, and the deal is due to be closed within 90 days. The boards of directors of both companies have unanimously approved the transaction. Bridgewater provides policy, subscriber management and network control solutions for mobile and convergent service providers. With the acquisition, Amdocs plans to expand its Customer Experience Systems (CES) portfolio with more sophisticated data experience management capabilities. The aim of the acquisition is to enable service providers to support virtually any pricing strategy for data services, based on the combination of advanced customer models together with network level information. Amdocs group president Brian Shepherd said, "This acquisition would build on Amdocs' leadership in delivering innovative solutions that change market paradigms. It is a continuation of our strategy to support service providers as they seek to transform their businesses in anticipation of new market opportunities like 4G and machine-to-machine, and in response to clear threats, such as the data explosion." Bridgewater president and CEO Ed Ogonek said, "As the market leader in customer experience systems, Amdocs has an excellent reputation for delivering tangible value to service providers worldwide. The combination of Bridgewater's policy and subscriber data management portfolio with Amdocs CES portfolio will create a unique offering that would further extend Amdocs industry leadership, and deliver innovative solutions for service providers as they seek to transform their networks, improve customer loyalty and monetize their data services." Amdocs does not expect a material impact from the acquisition of Bridgewater, if completed, on fiscal year 2011 or fiscal year 2012 non-GAAP earnings per share. After the announcement of the acquisition on Friday, Amdocs share price fell 1.85% on the New York Stock Exchange to $28.67, giving a market cap of $5.32 billion. Oil and Gas Activities Act General Regulation - New LTSA Fees The Oil and Gas Activities Act and supporting regulation, the Oil and Gas Activities Act General Regulation have been brought into force effective October 4, 2010.

Sections 24 and 25 of the new regulations address the requirement to survey pipelines and well sites, related to oil and gas activity, within specified time frames. Section 26 of the new regulations provides a mechanism to apply for an extension to the time frames stated in sections 24 and 25.

The Mission of the Land Title and Survey Authority of British Columbia (LTSA) is to create confidence by delivering assured land title and land survey systems essential to the property market and economic foundation of British Columbia.

Executive Team The LTSA executive team is based in Victoria, Vancouver and New Westminster and is led by President and Chief Executive Officer Godfrey Archbold.


Assured Title

Under the Torrens system, legal title to land can only be changed by the act of registration on a public register, and the issuance of a certificate of indefeasible title. A title that is indefeasible cannot be defeated, revoked or made void. The person who has legal title to land has a right, good against the world, to the land.

Registration vests title in the land and certifies the indefeasibility of the title. A registered title includes the name of the owner and a listing of any mortgages, agreements for sale, leases, easements, covenants, rights-of-way or other registered charges which may pertain to the title. There are a limited number of exceptions to the principle of indefeasibility which are set out in the

President and CEO


Godfrey Archbold is the President and CEO of the LTSA. He reports to the LTSA's Board of Directors and is responsible for the executive oversight of the company. Prior to the launch of the LTSA, Godfrey had an extensive career with the BC public service in a variety of senior roles.

Godfrey has a BA in Political Science and History and a Master of Public Administration, both from the University of Victoria.

She has 20 years of strategic marketing, communications and investor relations expertise gained in the legal, technology, utilities and advertising sectors.

Liza has a BA in Economics and a Master of Business Administration in Marketing and International Business, both from McGill University.

Rob Cutler is responsible for the overall people strategy and planning for the organization. Rob is an experienced human resources executive having worked in many different industries in both private and public companies. He has held senior human resources positions with a global financial services company, a North American services organization, a global consulting and outsourcing company, and a national telecommunications start-up. His experience includes compensation and benefits, employee engagement, organizational development, recruitment, performance management, change management, training and development, employee wellness, and corporate communications. His strength is in leading the implementation of innovative and effective HR programs.

Rob has a Bachelor of Commerce degree from McMaster University in Ontario, is a graduate of the Human Resources Management program at BCIT and holds the Certified Human Resources Professional (CHRP) designation. In addition, Rob is a past member of the Dean's Advisory Board to the BCIT HR Programs and is a member of the Board of Directors of the BC Human Resources Management Association.

Leslie Hildebrandt oversees the corporate, legal and regulatory affairs of the LTSA. Prior to joining the LTSA at its inception in 2005, Leslie acted as Chief Advisor for the
Province of British Columbia in establishing the legislative and governance basis for the LTSA. She has over 18 years of regulatory reform and land administration experience, particularly in the areas of:

  • Property assessment
  • Environmental protection
Leslie is a practicing member of the Law Society of British Columbia. She holds a B.Sc. (Honours) and LL.B., both from the University of Victoria.

Craig D. Johnston, LL.B.
Director of Land Titles


Craig D. Johnston is the LTSA's Director of Land Titles. Craig joined the LTSA in March 2006 as Registrar of Land Titles for the Victoria and Kamloops offices. Prior to joining the LTSA, Craig worked both in private practice as a solicitor and as corporate counsel with a large BC-based land developer. He has extensive real estate and corporate/commercial experience serving both commercial and residential clients.

Craig obtained his LL.B. from the University of Victoria in 1994, and began his legal career in private practice in Victoria and Vancouver.

Al-Karim Kara joined the LTSA as the Vice President of Business Transformation and Chief Information Officer in November 2009. Al-Karim is responsible for leading the organization through a process of significant technological and business process change as well as leading and overseeing programs related to information security, IT services, and strategic IT planning. He brings the executive leadership and technological experience needed to successfully guide the LTSA's multi-year business modernization initiative. Previously Al-Karim was with Xantrex Technology Inc. where he held a number of executive positions, including Vice President of Operations, Interim CFO, and Vice President, Information Technology and CIO.

Al-Karim holds a Master of Business Administration degree from Simon Fraser University and is a Certified Management Accountant.

Mike Thomson, BCLS
Surveyor General


Mike Thomson is the Surveyor General and Boundary Commissioner of BC. The primary function of the Surveyor General is to maintain the quality of the land survey structure of the province. This includes working with land survey professionals to establish survey standards, approving legal survey plans of public and certain private lands, and addressing property boundary issues. Mike is also a member of the Board of Management of the
Association of BC Land Surveyors, appointed as the government's representative as prescribed by statute.

Prior to joining the LTSA in September 2007, Mike was the City Surveyor for the City of Vancouver. Mike previously spent 10 years in private practice as a BC land surveyor in the province's Lower Mainland.

Mike received his commission as a BC land surveyor in 1983. Mike was born, raised and educated in BC and earned a Diploma of Technology from BCIT in Land Surveying in 1979.
